Pro-Israel Lobby Money and Politicians in the US, UK, and Australia
Pro-Israel lobbying is heavily funded and well organized in the US, UK, and Australia. This is public record. Donations appear in FEC filings, trips appear in parliamentary registers, and the groups involved often publish their own work.
The pattern repeats across all three countries. Funded "educational" trips to Israel. Campaign money and office support from pro-Israel donors. Laws and policy moves on BDS, IHRA, and protest policing that critics say track lobby priorities. None of it is hidden. It is in the registers.
The Lobby Network
Four main groups anchor this lobbying network across the three countries. They operate in the open. The record below comes from their own material, parliamentary disclosures, and FEC filings.
AIPAC - American Israel Public Affairs Committee (US). Founded in 1963, AIPAC calls itself "America's pro-Israel lobby." It does not register under FARA, though it exists to shape US policy toward Israel. It runs a direct PAC and the United Democracy Project super PAC. In the 2023–2024 cycle, those two vehicles spent nearly $126.9 million across 389 congressional races. FEC data reviewed by Sludge and OpenSecrets shows 349 members of Congress, or 65 percent, received money from AIPAC or affiliated PACs in that cycle.
CFI and LFI - Conservative Friends of Israel and Labour Friends of Israel (UK). CFI says it exists to make sure "Israel's case is fairly represented in Parliament." Declassified UK's June 2024 review found that CFI had funded 118 sitting Conservative MPs to visit Israel on 160 occasions, with more than £330,000 declared. Roughly 80 percent of Conservative MPs are members. LFI paid for 32 sitting Labour MPs to visit Israel, with more than £64,000 declared. Neither group publicly names its funding sources.
AIJAC - Australia/Israel & Jewish Affairs Council (Australia). AIJAC is Australia's most active pro-Israel lobbying body and the biggest sponsor of Israel trips for federal politicians. Between June 2018 and April 2022, it funded 11 of 25 documented parliamentary visits. Those trips included business class flights, hotels, meals, and transport. AIJAC's Rambam Fellowship has taken politicians, journalists, and religious figures to Israel since the 1990s.
ELNET - European Leadership Network (UK/EU). ELNET calls itself "the most influential pro-Israel advocacy organisation in Europe." Its funders include Bernie Marcus, a major AIPAC donor and Trump backer. openDemocracy reported that advisers to Wes Streeting and Bridget Phillipson attended ELNET-organized trips to Israel. One adviser said the goal was clear: make sure future ministers entered government with a pro-Israel stance.
BICOM - Britain Israel Communications and Research Centre (UK). BICOM is a UK-based think tank focused on UK-Israel relations. It runs events, briefings, and research for MPs and journalists. Its trips and donations appear in parliamentary registers under its own name.

United States - State Level
Anti-BDS enforcement happens mostly at the state level. As of 2024, 38 states had enacted anti-BDS laws or executive orders. The model bills were drafted by the Israel Allies Foundation and the Israeli-American Coalition for Action, then pushed to lawmakers in both parties. The Centre for Public Integrity called the process "Copy, Paste, Legislate." All 50 governors also signed the AJC's symbolic "Governors United Against BDS" declaration in 2016–2017. The Morning Star put the value of trips funded since October 2023 at £133,000, based on parliamentary disclosures. That covered CFI, LFI, ELNET, and Reform Friends of Israel, across 56 trips. British politicians were flown to Israel while Parliament debated arms sales, UN ceasefire votes, and sanctions.
The funding reaches beyond MPs. Declassified UK found that the Israeli state also funded trips for UK parliamentary staff, including advisers and researchers, and those trips did not always appear in MPs' own registers. openDemocracy also found that ELNET funder Bernie Marcus is a major AIPAC donor in the US, linking the UK and US networks at the donor level.
A parliamentary standards probe opened after MPs failed to declare LFI-funded trips. That shows the rules can be enforced, and that some MPs did not follow them.
United Kingdom - Devolved Parliaments, Westminster Backbenchers, and House of Lords
CFI and LFI influence goes well beyond cabinet. Scottish Conservative MSPs took £2,000-per-head CFI-funded trips as recently as 2016. DUP MLAs and MPs accepted Israeli-government-funded trips and missed reporting deadlines. After October 7, ELNET and CFI ran coordinated "solidarity" missions for backbench MPs from several parties, with declared costs as high as £19,857 per delegation. The House of Lords adds another channel, where unelected peers organize delegations, lobby ministers, and receive hospitality outside electoral accountability.

Between June 2018 and April 2022, Australian federal politicians took more sponsored trips to Israel than to any other country: 25 visits, ahead of Taiwan and the United States. AIJAC paid for 11 of those trips, making it the biggest single sponsor of parliamentary travel in Australia across all destinations. Coalition politicians took AIJAC-funded trips at four times the Labor rate.
Crikey's November 2023 investigation matched parliamentary registers, Electoral Commission records, and AIJAC publications and found about 130 politicians and journalists who had taken pro-Israel sponsored trips. It found only 13 who had visited the occupied Palestinian territories.

Anti-BDS Laws (United States)
As of 2024, 38 US states had passed anti-BDS laws or executive orders. The usual model forces government contractors to certify that they are not boycotting Israel and pushes public pension funds to divest from entities involved in such boycotts. AIPAC openly backed these measures.
At the federal level, the Combating BDS Act, sponsored by Marco Rubio and co-sponsored by Mitch McConnell, passed the Senate 77–23 in February 2020. The House passed H.Res.246 against the BDS movement by 398–17 in July 2019. The ACLU challenged several state anti-BDS laws, arguing they violated First Amendment protections for political speech. Some were struck down on those grounds.
IHRA Antisemitism Definition
The IHRA working definition of antisemitism has been adopted or endorsed by the UK government, the Morrison government in Australia, many US states, and hundreds of universities. Its examples treat claims that Israel is a "racist endeavour" or that Israel faces "double standards" as potentially antisemitic.
Critics include Kenneth Stern, the lead drafter, who told a US congressional committee that his text was being used to suppress campus speech about Israeli policy. Terrorism Laws Applied to Palestinian Solidarity
In the UK, police in England and Wales arrested protesters under counter-terrorism and public order laws for Palestinian flags, signs, and the chant "from the river to the sea" during Gaza ceasefire marches. The Metropolitan Police first framed the chant as potentially antisemitic under the IHRA framework. Courts later ruled for protesters in several cases.
