FinCEN

The US Financial Crimes Enforcement Network is the Treasury bureau that receives SARs, issues AML guidance, and pressures crypto businesses into surveillance compliance.

FinCEN receives suspicious activity reports and currency transaction reports, and its guidance classifies many crypto businesses as money transmitters, which brings registration, KYC, and reporting duties.

Its rulemakings set where identity attaches to crypto activity in the United States, including proposals around self-custody wallet transfers. Records here note where a service’s posture responds to FinCEN obligations.
